Abstract

Since ancient times, many actors have entered competition on the international scene, including States, International Organizations, Transnational Societies, Non-Governmental Organizations, Liberation Movements and, to a certain extent, private people, etc. It is from this perspective that society always strives for the establishment of a harmonious relationship between its components. Hence, normal social inequalities whose harmful effects deserve to be alleviated. In concrete, on the international scene, the existence of large and small states can be observed. In fact, the sociology of international relations teaches that, in this world becoming independent, states maintain multiple relations with each other, transnational cooperation ties have multiplied in the economic, social, cultural and scientific fields. The State, which becomes the point of reference for international exchanges, must meet a certain number of parameters to expect to participate actively in the international scene, which is essentially competitive. The possession or non-possession of these parameters confers on the State the necessary triumphs of its action on the international scene. These triumphs are of different orders: geographical, economic, scientific, cultural, military. Thus, we can note that the world has truly encountered in the twenty-first century with the institutional world disorder marked by the regulation of the world by international organizations where the weak have no place. We have evolved since after the Cold War, moving towards a world without sovereignty, a world of impotence, of power, where geoeconomics supported by the globalization of the economy and finance is seen as the ideal framework for the enemy's action in international relations. As an example, the behavior of the current US administration. From the point of view of public international law, the State as a subject of international law enjoys an International Statute that has as its cornerstones two fundamental principles, which are sovereignty and equality.
