Motivation Strategies in Times of Crisis: Case Study at the Provincial Directorate of Zambézia

The researcher analyzes human resources motivation strategies during the economic and financial crisis that took place between 2020 and 2023 at the Provincial Directorate of Public Works of Zambezia. The main objective was to identify practices adopted to sustain employee motivation and performance under severe budgetary restrictions and social instability. The research was applied, qualitative, descriptive, and exploratory, using case study and field research, with data collected through semi-structured interviews and direct observation. The sample consisted of ten employees from different departments and divisions of the institution. Results revealed that the main strategies implemented included shift-based work entry, regular employee meetings, resource sharing, implementation of the Unified Salary Table, database creation, and travel allowance payments. Among these, shift-based work entry and employee meetings proved most effective, as they directly improved working conditions and reinforced communication and team interaction. Reflection on the findings indicated that strategies centered on proximity, dialogue, and participative management had the greatest positive impact on motivation, even under financial constraints. It is concluded that adopting simple practices that value employees can strengthen organizational resilience during crises, ensuring not only improved performance but also societal benefits through the continuity of essential public services.
